The Ministry of Science and Technology of Vietnam (MOST) is a governmental Agency which performs the function of state management of science and technology, covering: scientific and technological activities; development of scientific and technological potential; intellectual property; standardization, measurement and quality control; atomic energy, radiation and nuclear safety; and state management of public services in the domains under its management in accordance with law.


Regarding the atomic energy and radiation and nuclear safety, MOST has the following tasks and duties:
  • To guide and inspect the implementation of programs and projects on the use of atomic energy, to organize the use of atomic energy in techno-economic domains nationwide;
  • To organize the administration of the national environmental radiation observation network and the system of standardized national laboratories in the domain of radiation and nuclear  measurement;
  • To provide for and guide the declaration of and grant of permits regarding radiation and nuclear safety. To inspect and handle violations in atomic energy development and use as well as assurance of radiation and nuclear safety;
  • To perform the unified management of nuclear fuels and materials, source nuclear materials and the provision of services in support of atomic energy use; to manage the import and export of technologies, equipment, nuclear fuel and materials and radioactive sources in service of atomic energy use nationwide;
  • To provide for the management of radioactive waste, control and response to radiation and nuclear incidents.

Under the MOST, there are three agencies, which help the Ministry in dealing with issues in atomic energy field:
  1. Vietnam Agency for Radiation and Nuclear Safety (VARANS):  supports MOST on management of radiation and nuclear safety;
  2. Vietnam Atomic Energy Institute (VINATOM):   is the national leading R&D and technical support organization on atomic energy;
  3. Vietnam Atomic Energy Agency (VAEA):  supports MOST on management of atomic energy development and applications.
